From Evidence to Action: Building an Effective Independent Panel on Antimicrobial Resistance
The United Nations General Assembly has committed to establishing an Independent Panel on Evidence for Action against Antimicrobial Resistance (AMR) by the end of 2025. The Quadripartite, including the World Health Organization, World Organisation for Animal Health, Food and Agriculture Organization, and the UN Environment Programme, must carefully consider its structure, governance, content, science, and goals to ensure its effectiveness. CGD has partnered with the University of Ibadan and Boston College to conduct analysis to inform the panel’s formation. A global consultation involving 60 stakeholders emphasized the need for an inclusive, context-sensitive, and independent panel, with representation of low- and middle-income countries. They also favored a hybrid governance model that combines scientific independence with political legitimacy. The panel’s role should extend beyond evidence generation to prioritize gaps, translate findings into actionable guidance, and ensure political uptake.
